Middle Norton will create a beautiful, enduring and sustainable community linked to Brize Norton and Carterton; separated by green space and not designed as an urban extension. The new village will have its own distinct identity derived from its geographic setting and related to the vernacular of West Oxfordshire.

There is an opportunity to substantially enhance access to a range of green spaces on the north side of Carterton, whilst also improving east-west foot and cycleway accessibility between Brize Norton and Shilton. New woodland blocks, possible re-wilding, outdoor sport, a cemetery, SUDS/wetlands, public art, and biodiversity initiatives are all possible. In addition, Kilkenny Country Park can be improved and rejuvenated via support for a new management plan to reflect the current intensity of use, including accessibility improvements north-south.
Upper Norton (a second new village) is currently under consideration by Harper Crewe Bloombridge as part of the review of the West Oxfordshire Local Plan, out for further consultation in 2025. There are larger scale plans for more housing, by others, to the east of Burford Road (Oxford Mail, 18 September 2024).

The site is being promoted through a joint venture between Bloombridge LLP and HarperCrewe, a new generation house builder seeking to deliver market-leading, high quality homes with excellent energy efficiency and sustainability credentials.
